ATTENTION ALL CIO’s AND BI/DW PROFESSIONALS IN THE OTTAWA-GATINEAU REGION
Business Intelligence (BI) will provide the PSC and departments with a more timely and detailed picture of staffing and PSC oversight operations. The BI environment will be supported by an Enterprise Data Warehouse (EDW) that will provide a centralized repository of historical and current data about appointments, population, staffing activities and PSC survey results. The PSC and departments will have a single point of access to a dynamic reporting tool that will allow them to generate reports and analysis on oversight and staffing activities in a structured and consistent way.
The BI & EDW program is a major, multi-year investment requiring a number of parallel but coordinated initiatives that will require significant management, extensive staff involvement, careful planning, and financial and technical expertise. The IT environment will be significantly impacted, as the infrastructure and data management (data processing, storage, analysis and reporting) will be shared and managed from an enterprise perspective. This program is aligned with the PCS’s strategic priorities to continue to implement the action plan in response to the January 2009 “Review of the Public Service Commission Oversight” report, modernize staffing and assessment services, and build on the PSC as a model organization.
This environment will be supported by a centralized data services and analysis directorate within the PSC to perform more sophisticated data analysis and respond to ad-hoc queries. As a result, data and analytical services will be significantly enhanced in terms of timeliness, quality and stewardship of data holdings as processes are automated and streamlined, and methodology is better documented. Business users will enhance their capacity for evidence-based policy analysis, assessment and oversight activities; and federal departments and agencies will have access to management reports on staffing and oversight activities. The BI & EDW program is supported by the architecture, design and implementation of the BI platform which provides the underlying technical structure required for both provision of the necessary data and information and business analytics.
Ruth Martin leads the PSC’s business intelligence team as well as co-directing their corporate five-year workplace renewal initiative - which introduces an Enterprise-wide Data Warehouse environment. Her team recently replaced the central agency’s former quarterly request to departments for staffing activity data with an integrated approach using predictive analytics – producing efficiencies across departments.
Kyle Woodtke works as a technical advisor and provides design and architecture advice and guidance to the different technical teams within the PSC. He assisted the business with the development of their Enterprise Data Warehouse Quality Management Framework as well as their change management process. As acting manager of Corporate Data Management and Reporting he oversaw the technical aspects of the launch of the first iteration of the EDW.
