Key Note Speaker Chuck O’Connor

Chuck O’Connor is a retired U.S. Navy SEAL with 41 years of tactical explosive experience, with over 35 of these years dedicated to study and high threat operational explosive applications in active urban environments that now define the “hazard puzzle” identification and evaluation method for tactical explosive users.

Presentation Review: “Explosive Forced Entry Operations – Refining Subject Matter Expertise”

This presentation reviews the importance for refining all tactical explosive users’ status as their agency’s EFE Subject Matter Expert. It begins with presenting how an unintentional “intellectual trap” has been created that keeps the scientific and tactical communities expecting to find safety guidance protocol from traditional methods and conditions that have proven ineffective for over 30 years. The presentation of the “Hazard Puzzle Risk Assessment Method” clearly validates how traditional research and application practices remain narrowly focused resulting in continual recycle of dangerous practices.

The Hazard Puzzle Risk Assessment Method continues to be offered global peer review and acceptance. Using the Hazard Puzzle Risk Assessment Method and personal experiences provides the tactical explosive user the understanding to evaluate when test results are useful, limited in use or dangerous for use.

Though this process and proof of application has been created for EFE operations, bomb technicians will understand the value related to render safe operations in active urban environments.

Edmonton : Armed robbery with IED

In the fall of 2018 two armoured car guards were injured when a suspect intiated an IED during a robbery. This presentation will debrief the events and provide insight on the events and the response by explosive disposal teams

Certificate Workshops:

Vehicle IED Exploitation and Render Safe

This 4 day program will provide participants with practical response learning for vehicle involved IEDs

  • vehicle render safe methods using hook and line, robot, and bomb suit
  • x-rays
  • various render safe charges and access tools
  • Corporate training partners for this event

CBRN

This 4 day program will combine theory and practical scenario based learning to provide the basics of CBRN response.

  • Day 1 – Introduction and history of CBRN response, Legal/regulatory considerations, CBRN hazards/detection/protective measures/decontamination process
  • Day 2 – Multi service response concept, Military CBRN, Chemical suicide, Unknown powders/liquids, evidence management, exercises
  • Day 3 and day 4 Practical exercises of increasing complexity

Drones- Understanding the drone threat

This 3 day program will provide the responder with an understanding of the impact of drones to emergency response.

  • responders will learn the skills required to operate a drone system and apply those lessons in practical scenarios.
  • undertsanding the construction of drones systems and most common modification methods for improvised payloads ( IEDS)
  • identifcation of of memory/data storage locations for images /flight path/ or operator identification in post blast investigation.
  • available drone detection and counter measures

* No previous drone experience is required but due to program content registrations are limited to current law enforcement/military or related government agencies.
