This session will provide a high level overview of PHC's budget, the budgeting cycle, and how funding flows and will help physicians to participate in the in-depth skill- building workshop on Feb 22.

About the hosts:

Dr. Moira Stilwell is the Chair of the PHC PASS Governance Subcommittee.

Ms. Fiona Dalton is the President and Chief Executive Officer of Providence Health Care. Ms. Dalton brings 23 years of health care experience to Providence. Most recently, she was the CEO of University Hospital Southampton NHS (National Health Service) Foundation Trust in the United Kingdom. This renowned academic health sciences centre has 10,000 employees and an annual budget of over £680 million, or about $1.2 billion Cdn.

She holds a BA Honours in Human Sciences from Queen’s College, Oxford University. She received an Honorary Degree of Doctor of Science by the University of Southampton in 2017.

She has served as the Chief Operating Officer and Interim CEO of the Great Ormond Street Hospital NHS Foundation Trust; Executive Director of Strategy and Business Development at Southampton University Hospitals NHS Trust; and Divisional Director, Responsible for Surgery, Cancer, Critical Care, Neurosciences, Theatres & Anaesthetics, at Oxford Radcliffe Hospitals NHS Trust.

Ms. Dalton’s experience, her emphasis on people, collaboration and organizational culture, her commitment to performance excellence, and her focus on staff/physician engagement and patient involvement will support Providence in its future challenges and transformative work as it continues to provide compassionate health care to all British Columbians.

Mr. Brian Simmers is the Chief Financial Officer of Providnece Health Care and VP of Corporate Development. Brian joins Providence after serving as Vice President, Client Experience & Chief Financial Officer for Technical Safety BC for the past four years where he was accountable for finance, information technology, client care and corporate services.

With over 18 years of experience in senior financial executive roles, Brian’s career has spanned from start-ups to large innovative technology companies. Brian received his BA in Administration from Simon Fraser University in 1998, his Chartered Accountant designation from the Institute of Chartered Accountants of BC in 1999, and his Certified Public Accountant (USA) designation from the University of Illinois in 2000.

A business leader and entrepreneur, Brian is committed to influencing culture, championing innovation and shaping strategic direction. In addition to comprehensive financial management knowledge, Brian brings to Providence expertise in product management, the commercialization of technology, application of technology to solve business problems, and change management to drive organizational agility. His notable accomplishments have been the digital transformation of a regulatory body, the commercialization of distracted driving software for mobile devices and various investment banking activities, including raising funds, capital structure management, reverse takeovers, acquisitions and divestitures.
