For more information on Penny Ballem, please read her short biography below:

Since her graduation from the University of British Columbia (UBC) with her MD in 1978, received her fellowship in Clinical Hematology from UBC in 1983 and spent 2 years in Seattle as a Medical Research Council Fellow at the University of Washington and Fred Hutchison Cancer Research Centre. Since completing her training, Dr Ballem has had a diverse career in the health and government sector as a senior administrator, academic medical practitioner and teacher/researcher.

Most recently, from 2008 to 2015, Dr. Ballem served as the City Manager of the City of Vancouver, implementing the Vancouver Council’s strategic and ambitious agenda which included establishing Vancouver as a Reconciliation City, Affordable Housing and Homelessness, the Greenest City Plan, the Vancouver Economic Development Strategy, the Healthy City Strategy, the Transportation 2040 Plan, a Digital Strategy for the City and other major policy initiatives.

Prior to her work at the City, Dr Ballem spent 6 years (2001-2006) as Deputy Minister of Health for British Columbia, during which time she was the liaison Deputy Minister for the Aboriginal Health Strategy, the National Pharmacare Strategy and was the provincial lead Deputy Minister for the 2006 First Minister’s Agreement on Health. Dr Ballem led the government’s strategy to create the 6 Health Authorities in BC and was the initiator for the original concept of the First Nations Health Authority with Health Canada and the First Nation’s and Inuit Health Branch of Health Canada.

Dr Ballem is a Clinical Professor of Medicine at UBC, a Fellow of the Canadian Academy of Health Sciences, and a recent appointee as a Professor in the Dalla Lana School of Public Health, Institute for Health System Management and Evaluation at the University of Toronto. She has practiced medicine throughout her career and developed a provincial service for British Columbia in the area of obstetrical medicine and hematology with related research activity in the area of platelet immunology. She has received significant public recognition for her work in medicine and public service including the Queens Golden Jubilee Medal for Public Service, the 2012 Wallace Wilson Award at UBC for High Ethical Standards and Leadership in Medicine, the Marion Powell Award from Women’s College Hospital for leadership in Women’s Health, the Cannell Award from the Society of Obstetricians and Gynecologists of Canada for her contributions to leadership in reproductive health and others. She serves on the Boards of Tennis Canada and the Heart and Stroke Foundation National Board and over the last 8 months has been working with the Aga Khan University and Hospital in Karachi Pakistan.
