Description

Many commercial vessels calling the Port of Vancouver transit critical habitat for at-risk whales, including southern resident killer whales. As of December 2017, the southern resident killer whale population is only 76 individuals and the species has shown little sign of recovery over the last few decades.

In 2008, Fisheries and Oceans Canada issued a recovery strategy under the Species at Risk Act for both the northern and southern resident killer whales. In 2017, it published an action plan for the implementation of the recovery strategy. The plan outlines key threats to killer whales which include acoustic disturbance such as underwater noise from vessels, physical disturbance like collisions between whales and ships, environmental contaminants, and low availability of prey.

To better understand and reduce the cumulative impacts of shipping activities on whales on the south coast of British Columbia, the Enhancing Cetacean Habitat and Observation (ECHO) Program was developed in 2014. The ECHO program, led by the Vancouver Fraser Port Authority, is guided by the advice and input of an advisory working group, a federal government advisory committee and associated technical committees.
