Development charges across Canada: Can they be used to promote sustainability?

Encouraging compact and sustainable forms of development has increasingly become a priority for Canadian municipalities. Land scarcity, environmental concerns, and fiscal pressures have necessitated an alternative to the high costs associated with low-density, suburban-sprawl growth. Development charges have the potential to positively influence how land resources are consumed and developments are designed. By setting the right price for growth‐related capital costs and charging it to those who utilize the infrastructure necessitated by new development or redevelopment, municipalities can make greater strategic use of these financial instruments to encourage efficient land use and promote sustainability. This presentation draws on the results of a questionnaire survey of municipal officials across Canada and interviews with stakeholders to explore how development charges affect land use decisions and factors that can assist or impede their greater use. The discussion will describe and assess the potential role development charge systems can play in broader planning and policy initiatives related to compact growth, and recommend structural changes to encourage their effective deployment as both financial and policy instruments.

Mia Baumeister’s research is being conducted under a grant recently awarded to the Institute on Municipal Finance and Governance by Sustainable Prosperity.
