Presentation Summary: The presentation will outline methods, lessons learned, and results from the evaluation of the Labour Market Development Agreements by Employment and Social Development Canada (ESDC). These transfers from the Government of Canada fund the active labour market programs delivered by provinces. They are composed of employment assistance services, skills development, targeted wage subsidies, job creation partnerships and supports for self-employment. Currently at $2 billions per year, the Speech from the Throne in September 2020 indicated that they will grow substantially going forward. The presentation will explain the quasi-experimental approach used to produce robust and policy relevant results. It will include a cost-benefit analysis showing that interventions yield large positive returns over time. It also shows that social benefits exceeded cost of investments for most interventions.

Presenter: Yves Gringas
Presenter Bio: Appointed as Head of Evaluation for Employment and Social Development Canada in June 2013, Yves received the Deputy Minister Award for excellence in Leadership and People Management in 2018. He is the senior executive leading the largest departmental evaluation team in the Government of Canada. Driven by value for money approaches and social impact evaluations, he contributed to the development of the Government of Canada Policy on Results, and led its innovative implementation at ESDC. He was appointed Senior Director in 2009, and interim Director General of the Labour Market Policy Directorate at ESDC in 2010, and is this years recipient of the CES-NCC Karl Boudreault awrd for leadership in evaluation. He led a G20 Employment Committee Working Group meeting for Canada in Tokyo in 2019. He is a member of the Canadian Evaluation Society. During his career, he made presentations on an ongoing basis on topics relating to labour market policy, tax and evaluation issues. He holds an M.A. in Economics (Honours) from Laval University.
