A discussion on what fundamental reforms needed/implementable to tackle the GA & the long shadow it casts over Ontario’s electricity system

About this Event

The Global Adjustment (GA) is one of the most important, controversial, and least understood elements of electricity costs in Ontario. The GA accounts for a vast majority of the commodity cost of electricity paid for by customers, dwarfing the “market” price of electricity. The GA reflects the difference between wholesale market price and the actual costs of generation (contracts and regulated) and conservation.

Further, there are additional rate adjustment mechanisms that alter the share of GA paid from by large electricity consumers (Class A) and small business and residential customers (Class B) as well as how it is charged (demand vs. consumption). As the GA has grown in importance, policy makers have struggled to find sustainable ways to contain and reduce it. The COVID-19 pandemic and its impact on electricity usage and prices has further underscored how critical the GA has become (e.g., the government’s decision to defer and cap GA charges for businesses) and how reform is urgently needed to restore financial sustainability to the sector.
