   PHO Grand Rounds: Outcome Based Regulations – Safe Food for Canadian Regulations

Effective earlier this year, the new Safe Food for Canadians Regulations (SFCR) consolidated 14 sets of existing regulations into one. These strong, outcome based regulations focus on prevention, new inspection approaches, services and the use of risk based oversight to strengthen the Canadian Food Inspection Agency's ability to meet the needs of consumers and industry. The SFCR require food businesses to have preventive systems such as traceability and food safety controls in place to identify and manage food safety risks before products are sold to consumers. This will help to prevent food recalls and reduce the time it takes to remove unsafe foods from the marketplace.

The session will provide an overview of the new SFCR and examine inspector guidance for assessing compliance with outcome based regulations.

Presenters: Mary Rutherford and Jeremias Cull

Mary Rutherford is the Operational Manager, Food, Ontario Area at the Canadian Food Inspection Agency. She leads a team of specialists, and liaises with provincial and federal partners. Mary graduated from the University of Guelph with a Bachelor of Science (Agriculture) degree in Microbiology. She began her career working in the food industry before joining Health Canada in 1990. Mary joined the Canadian Food Inspection Agency upon its creation in 1997.


Jeremias Cull is a Intergovernmental Affairs Managers (Acting) at the Canadian Food Inspection Agency (CFIA). Previously Jeremias worked as a Regional Program Officer, working with the Dairy, Processed Products, Maple, Honey and FFV programs. In his current role, Jeremias provides communication avenues and collaboration opportunities to support CFIA and other government agencies to ensure a strong food safety network.
