Procurement in the 21st Century Agenda and Objectives

Day 1 Morning:

Section 1—Procurement Principles Objectives Discuss good procurement practices. Indicate ethical behaviors in sample scenarios. Outline components of an effective procurement system. Compare stakeholders responsibilities. Review basic concepts of inventory management. Examine the features of a Child Nutrition Label. Discuss product categories descriptions. Discuss the benefits of conducting three types of product screenings. Create sample appearance screening criteria.

Day 1 Afternoon:

Practice writing a mock product description. Discuss the importance of accurately forecasting products. Calculate the cost of a product.

Section 2—Competitive Purchasing Objectives Discuss small purchases, Invitation for Bids, and Request for Proposals. Evaluate sample Request for Proposals criteria. Discuss how to apply geographical preferences in a solicitation document.

Day 2 Morning:

Section 3—Solicitation for Goods, Products, and Services Objectives Discuss the elements of a solicitation document. Create a mock procurement timeline. Discuss the advantages and disadvantages of different solicitation documents. Practice writing a sample solicitation document.

Day 2 Afternoon:

Section 4—Contracts Objectives Discuss the purpose of contracts. Discuss the advantages and disadvantages of different types of contracts. Discuss basic types of USDA Foods processing contracts.

Section 5—Cooperative Purchasing Groups Objectives List the advantages and disadvantages of joining a cooperative purchasing group. Identify considerations before forming a cooperative purchasing group. Review basic information on group buying service (GPS) and food service management companies.

Procurement in the 21st Century (2-day training) - This training provides general concepts about the procurement of goods, products, and/or services for School Nutrition Programs. Participants will identify key factors for implementing a fair, open and cost-effective procurement system that supports compliance with federal, state, and local policies.

Who should attend: School personnel in charge of purchasing food for school nutrition programs.

Participants who complete this session will receive 16 units of continuing education that are credentialed by the Commission on Dietetic Registration and the School Nutrition Association. USDA Professional Standards Codes will be listed on Certificate of Completion.
