The Ontario government is moving forward with its commitment to make it safer and easier to use local excess soil and put vacant, prime lands back into good use while maintaining strong environmental protections. On December 4, 2019, Ontario amended the Records of Site Condition Regulation (Ontario Regulation 153/04) and also introduced the On-Site and Excess Soil Management Regulation to help support these commitments.
This Information Session provides an overview of these recent amendments to the Record of Site Condition Regulation. This session will be especially beneficial for Qualified Persons (Engineers and Geoscientists) in clarifying expectations to support Record of Site Condition and Risk Assessment submissions to the Ministry of the Environment, Conservation and Parks. Qualified Persons and municipal staff will also benefit by gaining an understanding of the appropriate application of these regulatory amendments.
This information Session also provides an overview of the On-Site and Excess Soil Management Regulation (Ontario Regulation 406/19). Qualified Persons will play a key role in supporting the management of excess soil. Qualified Persons should have a good understanding of their role in advance of the first phase of regulatory requirements that come into effect July 1, 2020. Municipalities will also benefit from an understanding of the effects of the regulation on local development projects and the movement and placement of excess soil throughout the province.
The Ministry of the Environment, Conservation and Parks is also providing information sessions through webinars on February 5 and 20, 2020 (1:30-4:00) for those unable to attend this in-person session. Details on these webinars will be provided soon.
