Has China made the wrong choice since 2013 in its developmental strategy? In 2013, China outlined a remarkable reform program which would have taken China further down the path towards a greater reliance on the market; however, China has largely failed to implement this policy. In that same year, China began to form an alternative program, reflected in the “Made in China 2025” strategy, a direction that China seems to be pursuing. This seminar will look at these two alternative presents and futures for China and will assess the extent to which many of China’s current problems, both at home and abroad, may reflect the “path not taken.”





David Zweig is Chair Professor, Division of Social Science and Director, Center on China’s Transnational Relations, Hong Kong University of Science and Technology. He also teaches in the EMBA and MBA programs at the School of Business Management, HKUST. He is Vice-President of the Center on China’s Globalization (Beijing). He lived in the Mainland for four years (1974-76, 1980-81, 1986 and 1991-92), and in Hong Kong since 1996. He was a Postdoctoral Fellow at Harvard and has a Ph.D. from The University of Michigan. He is the author or editor of ten books, including Internationalizing China: domestic interests and global linkages and Sino-U.S. Energy Triangles: Resource Diplomacy under Hegemony. His current research includes a comparison of Chinese, Indian and Turkish reverse migrants.
