Martyn has lived in Alberta for 35 years and has run his international consultancy from St. Albert for 25 years. He specializes in assisting organizations to identify balanced solutions and options for improvement of a variety of programs, projects, systems & services. This includes major cost reduction & cost avoidance, functionality improvement and schedule compression.

Has worked in over 20 countries worldwide and has written 8 books including an E-book

He is a Fellow of 4 different professional organizations: Institution of Civil Engineers (UK), Chartered Institution of Water & Environmental Management (UK), SAVE International (US), Hong Kong Institute of Value Management.

After almost half a century of engineering and business management, he continues to consult as an Independent Reviewer and Advisor for value and performance improvement for programs, projects, systems & services. His company is Value Assurance Resources 360 Inc.

Value Methodology

The Value Methodology is the process by which Value Analysis, Value Engineering and Value Management are conducted. There is a tendency for these terms to be used interchangeably. However, some jurisdictions have specifically defined focus and scope for the individual terms, depending on the stage of application.

Value Analysis started in 1947 in General Electric (GE) in the United States. After the second World War, there were shortages of skilled labour, raw materials, and component parts. It was observed by GE’s purchasing department that some substitute materials and methods performed better, in terms of cost and functionality, than those that had been previously specified. Mr. Lawrence Miles of GE developed a systematic, 5-step process to take advantage of this. The term Value Analysis changed to Value Engineering in the 1950’s and then, in some places, to Value Management. The key to realizing substantial project performance gains in the use of today’s 6-step Value Methodology centred around function analysis. There are now several value focused societies around the world. Examples are SAVE International (formerly the Society of American Value Engineers) formed in the United States in 1959, the Institute of Value Management formed in the United Kingdom in 1971, Value Analysis Canada (formerly the Canadian Society of Value Analysis), the Society of Japanese Value Engineers and the Institute of Value Management, Australia.

Martyn Phillips discovered the power of thinking by function when charged with negotiating a design-build contract award for 35% less than the allocated budget. The success of “thinking by function” and thereby substantially reducing project costs, improving functionality, accelerating the implementation schedule and lessening environmental impacts spurred him to seek formal training in the Value Methodology. Use of the Value Methodology and his background as a civil engineer and program/project manager has led to Martyn working, as a Value Engineering Team Leader, on a variety of projects worldwide, serving: the areas of commercial & institutional, education, environmental, energy & offshore, healthcare, flood protection, industrial & process, mining, pipelines, sports stadiums & recreation, transportation, water & waste, etc.
