Civic Data Coop

Hosted by the University of Liverpool, with funding from the Combined Authority the vision for Civic Data Coop is to create the world’s leading civic data environment, making health-related data work for the people in Liverpool City Region (LCR) while fuelling innovations of international importance. Based on a collaborative, open approach to governance the co-operative will support organisations and residents with health-related data which works for them. In turn, this will improve the lives of LCR residents while driving economic growth in health tech and digital sectors in the region.

As a multi-stakeholder organisation, the CDC will not only develop a new data resource, a one-of-a-kind platform, but a new type of environment with transparent governance that reflects the legal and ethical obligations to enable linkage of civic health data from multiple sources. This will give a bigger picture of health and wellbeing across LCR, while enabling citizens, preserving residents’ privacy, and respecting their preferences for data uses.

Based on a collaborative, open approach the LCR CDC will support people and organisations use data to:

• Translate lived experience into insight,

• Deliver innovation with impact,

• Test models for ethical, inclusive use of health data

• while preserving residents’ privacy and respecting their preferences

In time CDC’s vision is to create the positive changes citizens and clinicians want and the economic opportunities needed for sustainability. CDC will provide the behavioural infrastructure for people to choose to work with a common purpose to make innovation easier, within a new open, transparent, trusted environment.
