Description

Canadian Communications Policy 3.0 will focus on policy and legal questions related to the legislative framework of Canada's electronic media, now being studied by the Standing Senate Committee on Transport and Communications and the federally appointed Broadcasting and Telecommunications Legislative Review Panel (#BTLR). The Senate Committee may issue a report before Canada's October 2019 federal election; the Review Panel is expected to report to the federal government by 31 January 2020 (interested members of the public may submit comments to the Panel on or before 11 January 2019). Following these reports, Parliament may revise or rewrite several key statues, including the1991 Broadcasting Act, the 1993 Telecommunications Act, the 1989 Radiocommunications Act and the 1976 CRTC Act.

The first six sessions in this conference will enable legal and policy experts in broadcasting and telecommunications to debate the complex rights and responsibilities that should (or should not) be addressed by Canada's communications statute(s). The last session will provide conference participants with a moderated forum to discuss and debate the priorities that Parliament should - or should not - establish for Canada's communications systems.

Students enrolled in university communications departments and/or law faculties are also being invited to submit papers by 31 March 2019 on one of the following topics: whether national sovereignty requires control over content and carriage; and whether the relationship between news and democracy justifies legislative support for the gathering and publication of news. The author of the best paper in each category will receive a $500 prize, free conference tickets, and an invitation to address the conference on Saturday, May 11, 2019.

Along with the opportunity to hear some of Canada's leading experts in communications law and policy discuss proposals for the future of Canada's communications systems, CanCom 3.0 offers participants the opportunity to ask questions at each of the sessions, and to meet other participants informally to discuss law and policy in relation to Canada's $80 billion communications sector. Refreshments and lunch will be provided.
