NECB 2017 Changes; Paving the way for Performance Based Codes?
Do the changes in NECB 2017 point the way toward performance based code compliance? This presentation will cover the technical changes to NECB 2017, and point out the intrinsic inequalities in this code and how it makes performance compliance the most attractive compliance path. Further, we will look at other aspects of code and see if this is trend extending to other aspects of code compliance, and what this might mean for project delivery and design process

Before joining The City of Calgary Justin worked as a consultant, completing several projects certified to LEED Gold or better. As Coordinator – Plans Examination for Planning & Development at the City of Calgary, current responsibilities include administration and integration of sustainable design policies and technology into the approvals processes and built environment as well as overseeing the plans review portion of permitting for both residential and commercial projects. Outside of this role, he has authored several works, notably playing a role in the development of the National Energy Code of Canada for Buildings (NECB), and contributing volumes for both ASHRAE and BIM Canada publications. In addition, he occupies positions on the Canada Green Building Council Alberta Board of Directors, the Standing Committee for Energy Efficiency at the National Research Council, and SAIT’s Green Building Technology Centre Board.
