The Dark Web is a portion of the Internet filled with malicious content that is anonymous by design. Hacker forums discuss the latest techniques and point to tantalizing targets, while markets sell state-of-the-art hacking tools and massive databases of stolen personal information. A number of personal and professional cyber risks emanate from the Dark Web and have severe consequences for both individuals and businesses, large and small. This talk describes the Dark Web, how it is used by malicious actors, and what individuals and businesses can do to minimize their cyber risk in a world of constant interconnection, ubiquitous data, and unprecedented reliance on IT systems.

Dr. Eric Jardine is an Assistant Professor of political science at Virginia Tech and a Senior Fellow at the Centre for International Governance Innovation. He is the author of over 15 scholarly articles on various dimensions of cyber risk, the Dark Web and cyber deterrence. In 2017, he and Fen Hampson wrote: Look Who's Watching: Surveillance Treachery and Trust Online (MQUP, 2017). At VT, Dr. Jardine teaches courses on the policy dimensions of the Dark Web, cybersecurity and Internet governance.
