Reality is that no two campaigns are the same and that while there are many similarities in various campaigns, the specifics can lead to a vastly different campaign from one election to another, and certainly from one level to another. It is always possible to learn more and get better.

With this in mind, the CLF created a "tiered system." Participants were initially assessed in a two-hour exam process. Based on their personal experience, prior knowledge of campaign techniques and strategy, they were streamed and taught a variety of classes appropriate to their own specific personal level. Through this approach, no one is left out of the conversation, either by talking over their heads or below their level of understanding.
