Exploring the Possibilities of RPL Certificates/Certification in Canada

BackgroundThe pandemic has shone a light on the need to more consistently and fairly assess and recognize the current learning of all Canadians in transition, as an integral component of lifelong learning and in preparation for the future needs of the labour force. It is a respectful and necessary step towards an inclusive, progressive society.In recent years, some organizations have placed their PLAR/RPL activity under the umbrella term learning pathways. On the institutional level, the term can describe an organization’s efforts to create links between certificates, diplomas, degrees and continuing education, internally and externally, or to manage the learning needs of non-traditional adult learners who may not be recent high school graduates. For individuals, the term can describe how to manoeuvre into, around and out of an education and training program. Invariably it involves the recognition of learning from all sources and usually takes into account formal, non-formal and informal learning achievements.Likewise the term skills recognition can also imply knowledge, skills and abilities (KSA) acquired through formal education, employment, volunteer work and life experiences.The purpose of this session is to investigate the interest in Canada for a credential/voluntary certification for those who work in the broad field of PLAR/RPL, where the adult learner has acquired competencies (KSA) in a range of settings.The ExplorationCAPLA invites you to engage in an exploration of the concepts of RPL certificates and certification. During the first hour of this brainstorming roundtable session, we will call upon some individuals and organizations who have been involved with RPL certificates and single course offerings in the past such as Red River College Polytechnic, Saskatchewan Polytechnic and Loyalist College, as well as those who have experience with certification programs such as the Nova Scotia Career Development Association (NSCDA). In the second hour we will ask participants to express their ideas and to contribute to the conversation based on a series of questions such as	What is the difference between certification and a certificate?	Is there a market for an RPL Certificate in Canada?	Would one RPL Certificate with several courses meet the needs of our multi-sectoral practitioners (e.g. HR practitioners, career counsellors, academic advisors, occupational bodies)	Could partner organizations deliver a module for CAPLA certificate purposes?	What are the cost implications/funding considerations (fees)?	Would a digital badge be necessary/value-added?	Where would assessor and advisor competencies fit in?	Should we consider a pilot project in 2023?These questions, along with those proposed by participants, will be explored.
