What's Wrong with Two Per Cent? Reexamining Canada's NATO Commitment

Like many member states, however, Canada’s defence spending has not met this figure. In response, commentators have seen two per cent as a worthy goal or a flawed metric. In a discussion moderated by Christian Leuprecht, panellists Elliot Hughes, Anessa Kimball, and Benjamin Zyla will discuss the polarizing subject of two per cent and present alternatives for Canada and NATO. Christian Leuprecht (Ph.D, Queen’s) is Class of 1965 Professor in Leadership, Department of Political Science and Economics, Royal Military College and Eisenhower Fellow at the NATO Defence College in Rome.He is cross-appointed, Department of Political Studies and the School of Policy Studies, Queen’s University, where he is affiliated with both, the Queen’s Centre for International and Defence Policy and the Institute of Intergovernmental Relations, and Adjunct Research Professor, Australian Graduate School of Policing and Security, Charles Sturt University as well as the Centre for Crime Policy and Research, Flinders University. A recipient of RMC’s Cowan Prize for Excellence in Research and an elected member of the College of New Scholars of the Royal Society of Canada, he is also Munk Senior Fellow in Security and Defence at the Macdonald Laurier Institute. An expert in security and defence, political demography, and comparative federalism and multilevel governance, he has held visiting positions in North America, Europe, and Australia, and is regularly called as an expert witness to testify before committees of Parliament. He holds appointments to the board of two new research institutes funded by the German government, including the German Institute for Defence and Strategic Studies.Anessa Kimball is a professor in the Department of Political Science, Faculty of Social Sciences, director of Centre sur la sécurité internationale (CSI, Centre on International Security) at Université Laval, Québec city, and co-director of the Canadian Defence and Security Network (CDSN). Kimball’s research on defence and security cooperation appears in scientific journals and in university presses.Elliot Hughes is a corporate affairs advisor and political commentator. He previously served as Director of Policy to Canada’s Defence Minister and Deputy Policy Director to Canada’s Finance Minister. Today, Elliot provides defence, technology, and financial sector clients with strategic advice and insight to achieve their government relations objectives.Elliot is an experienced television and print commentator for established Canadian and global news organizations, including Bloomberg, the Globe &amp; Mail, CBC’s Power &amp; Politics, and CTV News where he comments on political and public policy developments, and global business and geopolitical trends.Elliot has worked for the Canadian Institute of Actuaries, Lloyds Banking Group (London, UK) and Nutrition International, and has a B.A. from McGill University and an M.B.A. from Queen’s University.Born and raised in Toronto before moving to Ottawa in 2007, Elliot is an avid, albeit frustrated, Raptors fan.Benjamin Zyla currently is Visiting Scholar in the Department of Government at Harvard University, and Associate Professor in the School of International Development and Global Studies at the University of Ottawa. After having received the 2017 Young Researcher Award of uOttawa’s Faculty of Social Sciences, he spent two years as Fellow at the Institute for Advanced Study (Exzellenzcluster) at the University of Konstanz in Germany (2017-19).His research and writings are at the intersection of global governance and peace &amp; conflict studies. In particular, he is interested in the security-development nexus, fragile states, peacekeeping and peace building, human security, humanitarian interventions (and values thereof), international peace-operations, NATO, and questions related to Canada and the world. He is interested in supervising students in those (broad) areas.Benjamin sits on the board of the Research Committees on Security, Conflict &amp; Democratization and European Unification of the International Political Science Association.
