Abstract
The preparation of the Saskatchewan Ministry of Highways and Infrastructure Foundation Investigation Manual (FIM) was initiated in 2013 and was developed in accordance with local geological conditions and guidance from the Canadian Foundation Engineering Manual (CFEM) 4th Edition. The CFEM along with the FIM was intended to become the basis for performance of the Ministry’s geotechnical works including but not limited to, site investigation, interpretation, design, monitoring, data requirements, reporting, risk mitigation and geohazard risk management.
The FIM contains geotechnical investigation, design and construction information that is specific to the local geological setting and is also based on the experiences gained from past geotechnical and geo-environmental projects in Saskatchewan. The manual is a living document and will serve as a common reference standard and means of communication for all those involved. Stakeholders include project managers, subject matter experts, designers, technicians, consultants and contractors. Additionally, it has helped to bridge the communication gap between the technical staff and the accountants and the policy staff. This has in turn led to positive discussion on risk mitigation and prioritization of resources to deal with geotechnical and geohazard projects.
Harpreet Panesar, M.Sc., P.Eng., is currently working as a Senior Geotechnical Engineer with the Highways, Government of Saskatchewan. Prior to joining the Government of Saskatchewan, Harpreet has worked with a local Geotechnical Consultant and also as a Site Engineer for a Piling Contractor in Dubai. In 2005, he received his Master’s degree in Civil Engineering from the University of Saskatchewan. Harpreet has over 20 years of work experience specializing in geotechnical and geo-environmental engineering. He has managed several projects involving geohazard assessment and remediation, and design and construction of earth works, foundations and containment systems. Along with providing technical input for Major and other Projects he has also worked on several Ministry policies, standards, and manuals. His efforts are especially noteworthy in leading the development of the new Foundation Investigation Manual. Harpreet continues to volunteer with the Regina Geotechnical Group (local chapter) and currently serving as the Chair of the Transportation Geotechnique Committee of the Canadian Geotechnical Society.
In 2020, Harpreet was the recipient of the Exceptional Engineering Geoscience Project Award given by the Association of Professional Engineers and Geoscientists of Saskatchewan (APEGS). The award was given for his efforts in leading the development of the new Foundation Investigation Manual (FIM).
